The major problem is that there is no consideration of experience or individual chemical tolerances. Different drugs (alcohol is a drug) act on people in different ways depending on their individual chemistry. The idea that a magic number exists that proves impairment is a myth. I have seen individuals drink large amounts of alcohol and function and at the same time some individuals have no tolerance and become impaired quickly. Cannabis tourism may be coming to an end in Amsterdam

It already ended when they banned noncitizens from buying a few years ago? Beyond that it’s much easier to go to Colorado or California for the average cannabis consumer, and that’s before you even consider the fact that the markets in those areas are much more advanced than the Amsterdam coffee shops.
